The Controller and Accountant General’s Department (CAGD) will not pay the salaries of close to 7,000 public sector workers for failure to be validated through the payment system.
The Heads of Departments of the affected workers failed to validate them on the mechanised payroll system to generate salary vouchers for August, 2017.
Elizabeth Osei, Director of Payroll Processing Division at the CAGD who revealed this on Wednesday, August 31 told Accra-based Joy FM that: “We can confirm that their Heads of departments did not validate them. We have gone through our system and can confirm that, that was not done by their respective Heads of Departments.”
The affected workers include individuals with irregular bank account details, those without Social Security and National Insurance Trust (SSNIT) numbers and those who do not have their particulars captured by the biometric system at the Ministry of Finance.
The salaries for August will, however, be paid at the end of September, 2017 on condition that their Heads of Department have them validated on the Electronic Salary Payment Voucher (ESPV) System platform for 2017.
The CAGD had earlier issued a warning in July through a press statement issued and signed by Mr Eugene Ofosuhene, the Controller and Accountant General.
The Controller expressed concern about the continued disregard of Regulations 293 of the Financial and Administration Regulations 2004,LI 1802, by Heads of MDAs which enjoins them to ensure proper validation of their staff for payment of salaries.
He advised heads of ministries, departments and agencies, local unions and government workers to take note of the announcement and added that appropriate letters have been sent to that effect.
The ESPV was introduced by the CAGD in 2014 to replace the manual system of managing, certifying and approving Government of Ghana salary payment vouchers which was time consuming and logistically challenging and does not help to achieve the desired results of effectively validating those on government payroll before payment.
